AHRI Opposes House Energy Bill in Current Form

The Air-Conditioning, Heating, and Refrigeration Institute announced its opposition to H.R. 2454, the American Clean Energy and Security Act of 2009 (ACES Act) in its current form. If the bill is passed into law, it would, among many other onerous provisions, eviscerate the federal preemption provisions of the National Appliance Energy Conservation Act (NAECA) and the Energy Policy act of 1992 (EPACT).

"In its current form, the ACES Act would effectively allow any jurisdiction in the nation to enact its own energy policy through the use of prescriptive building codes, severely impacting the ability of heating, air conditioning, and commercial refrigeration manufacturers to provide products to residential and commercial customers in the most timely, efficient, and economical way," said AHRI President Stephen Yurek.

"Allowing any building code, anywhere in the country, to specify an efficiency level for residential and commercial heating, cooling, and commercial refrigeration equipment would quite simply create marketing and distribution chaos for our member companies, distributors, and contractors, in addition to threatening thousands of American jobs at a time of economic turmoil and high unemployment," Yurek said.

Yurek stated that AHRI much prefers the Senate's approach to decreasing energy intensity.

"We, as an industry, negotiated the federal preemption provisions of NAECA and EPACT in good faith, obtaining those provisions in exchange for being regulated for the first time with regard to energy efficiency," Yurek said, adding that, "We have unequivocally kept our end of the bargain, and our products are more efficient than they have ever been. Up until now, Congress and regulatory agencies have kept their end of the bargain, as well. The result has been a very productive arrangement that has -- and will -- save the nation enormous amounts of energy - 54 quadrillion BTUs through 2030. We will vigorously oppose any attempt to change the rules that have worked so well to preserve American jobs, and protect American consumers and the environment."

Studies show that more than 60 percent of the homes in America have outdated, less-efficient HVAC systems. Rather than allow states and localities to set their own energy conservation standards through building codes, AHRI believes that Congress should revise and expand the tax credits contained in the stimulus bill to allow more Americans to at least bring their heating and cooling systems to the federal minimum efficiency level.

"We strongly believe that if a reduction in energy intensity is the goal - as Congress has said many times it is - the focus has to be on upgrading the nation's installed base of heating and cooling equipment. It is of little use for Congress to try and micromanage our industry while average homeowners struggle to afford replacement of their old heating and cooling systems," Yurek said. "As an industry that has a proud record of producing highly energy efficient products, we are eager to work with Congress to accomplish the nation's energy reduction goals. But Congress needs to leave manufacturing, distribution, installation, and maintenance to the experts, and concentrate on providing incentives that allow average Americans to save energy and money," he said.

Rancho Sahuarita ranked 5th-best selling
master planned community in the nation

According to renowned real estate consulting firm Robert Charles Lesser, Rancho Sahuarita has been ranked #5 in a list of the 10 best-selling master planned communities in the nation, based on total number of new homes sold in 2008.

Approximately 506 homes were sold throughout 2008 in Rancho Sahuarita. Since its opening in July 2001, almost 4,500 homes have been purchased and more than 13,000 people now call this innovative community home.

On a local level, Rancho Sahuarita continues to hold a strong share of the Tucson housing market, with overall market share increasing to nearly 14 percent for 2008.

Bob Sharpe, Managing Partner of Rancho Sahuarita, a top ranked MPC outperforming the Tucson marketplace and capturing nearly 24% of regional sales in 2009, attributes his MPCs success to one thing – “We are delivering on our promises of value which increases the community’s appeal to homebuyers especially during these uncertain times.” All MPCs on the top ten list described similar commitments to follow through and provide planned amenities.

“The value of living in this community is more than just affordable homes, beautiful neighborhoods and recreational amenities; it is the sense of community that really convinces families that Rancho Sahuarita is the perfect place to live,” continued Sharpe.

Rancho Sahuarita offers a 15-acre lake park in the center of the community for sailing, fishing or enjoying a performance at the lake’s amphitheatre. There are miles of paved trails that weave throughout the community connecting neighborhoods and schools. Eight parks offer a variety of features including a Safari Trail with life-sized bronze statues of African animals, Desert Interpretive and Butterfly Gardens, picnic tables and shaded tot lots.

The centerpiece of this recreational master plan is Club Rancho Sahuarita, with the largest private splash park in Arizona, a 6,000 sq. ft. fitness facility, and an 8,000 sq. ft. Kids Club with a “Kids Time” babysitting area, arcade room, and multi-purpose room that serves to host resident parties and children’s celebrations.

Adjacent to the Kids Club is an expanded Activity Park that features an electric train for weekend rides, a pedal car racetrack, a nine-hole miniature golf course, a shaded playground, and an event lawn for concerts and outdoor entertainment. Two new recreational centers provide residents with additional lap pools, spas and sport courts, and there’s even a “Bark Park” that caters to our four-legged friends.

Commercial amenities are also a growing part of the Rancho Sahuarita master plan with the opening of the area’s first 108,000 sq. ft. Fry’s Marketplace. Together with 35,000 sq. ft. of adjacent retail space, a Chase bank and Carondelet Urgent Care (opening 2009), the Rancho Sahuarita Marketplace will be one of Tucson’s premier shopping destinations.

Visitors are welcome to invite friends and family to experience the welcoming nature of the Rancho Sahuarita community. In addition, visitors can learn more about Rancho Sahuarita or receive a free brochure in the mail by visiting www.ranchosahuarita.com or calling the Greeting Center at 520-207-7730.

First time home buyers should buy now
to qualify for federal tax credit

Time is running out for home buyers looking to purchase their first home and qualify for the $8,000 Federal tax credit. According to the National Association of Home Builders (NAHB) first time home buyers looking to purchase a new home in 2009 and take advantage of the $8,000 first time home buyer tax credit, should do so immediately in order to qualify. The Federal tax credit is contingent upon closing the home sale prior to the November 30th deadline. New home buyers must be aware with new construction homes, the tax credit deadline applies to the “purchase” or closing date, not the date the sales contract is signed. Taking into account the time the entire building process takes, prospective buyers looking to take advantage of this tax credit should plan on purchasing their new home no later than May 31st.

Buyers need to be aware of the lengthy “front-end” details that need to be determined before any building can begin. They must determine a location, community, builder, floor plan, options and obtain mortgage approval, all of which can eat up valuable time with the approaching November 30th deadline. With new homes, buyers choose the home site, floor plan and individual options that meet their needs and lifestyles. New homes also come with full warranties unlike re-sale homes that may need costly repairs and upgrades.

“There is no question that there are numerous benefits available now for the first time home buyers including interest rates hovering around a 30-year low and FHA limits of up to $346,250 in addition to the tax credit,” said Ken Peterson, Vice President of Sales and Marketing for Shea Homes. “Shea Homes wants to educate those individuals looking to purchase a new home so they are aware of the requirements and timing involved, in order to take advantage of the benefits available to them.”

Shea Homes has seen an upturn in home sales since the first of the year, with 94 spec homes and 74 new builds sold. The company has communities across the Valley including, Peoria, Litchfield Park, Goodyear, Buckeye, Phoenix, Chandler, Gilbert, Queen Creek and Maricopa.

Vistancia named among the 10 top-selling
master planned communities in the nation

Vistancia, an award-winning, multi-generational community in Peoria has been ranked among the 10 top-selling master plans in the nation in 2008 according to a survey by RCLCO, a national independent real estate advisory firm.

The 7,100-acre community is ranked seventh with a total of 399 sales reported for last year. This also makes it the top-selling master plan in metro Phoenix. Vistancia has been recognized consecutively in the survey since sales began in 2004.

“While the housing market slowed significantly last year, Vistancia experienced consistent traffic and committed buyers,” said Curt Smith, chief operating officer with Sunbelt Holdings, the Scottsdale-based developer of Vistancia in a partnership with Shea Homes. “The diverse lifestyle villages here offer a greater selection of homes and neighborhoods to accommodate families, individuals, golfers and empty-nesters.”

Celebrating its fifth anniversary this year, Vistancia’s three lifestyle villages are:

- The family-friendly Vistancia Village with homes by seven builders, an on-site lifestyle director and amenities highlighted by The Discovery Trail, a linear park connecting neighborhoods to the elementary school, the pools, gymnasium and event lawns at the Mountain Vista Club, and the new Foothills Center.

- Trilogy at Vistancia, a 1,000-acre, age-restricted resort-style community by Shea Homes, featuring a fully-equipped fitness center; the Alvea Spa, a full-service day spa with massage and a full menu of treatments; swimming pools; Trilogy Golf Club at Vistancia and the Verde Grill restaurant.

- Blackstone at Vistancia, a 590-acre private, gated country club offering custom home sites and luxury homes by three respected builders, the 30,000-square-foot Hacienda clubhouse and the award-winning Jim Engh-designed Blackstone golf course.

With more than 3,400 homes and home sites sold since opening, Vistancia currently has a population of more than 6,000 residents and its own retail center, Vistancia Marketplace, anchored by a large grocery chain store with a variety of service-oriented businesses. At build out, Vistancia will have eight separate villages, each with its own amenities.

Washington, D.C.-based RCLCO has released the top-selling master planned communities rankings since 1994.

2009 International Greenbuild Conference selects Optima Camelview for project tour

Optima Camelview has been selected as one of the 18 Arizona tours during the 2009 International Greenbuild Expo and Conference, occurring Nov. 11th through Nov. 13th and expecting to draw some 25,000 to 30,000 attendees.

The tours committee deliberated over 92 proposals before assembling 18 tours for recommendation to the national US Green Building Council for approval. The proposals included a variety of green building projects in residential and commercial architecture and some Arizona landmarks that were important to the history of sustainable development. The final selection was bound by a limited number of available tours and the need to consider each tour site in conjunction with other tour offerings.

“We are grateful to the many teams that submitted project tour proposals for evaluation and appreciate all their time,” said Doria Bustamanate, Host Committee Member and Tours Subcommittee Chair. “The response was outstanding. Reviewing so many quality proposals leaves a distinct impression that Arizona has a great deal of insight to offer on the topic of sustainable living.”

Optima Camelview Village is widely recognized for its innovative design and architectural style, especially because architect David Hovey, FAIA and president of Optima, Inc., integrated “green” elements into Optima from its conception. Just a few of the “green” features include; photovoltaic panels, 17 acres of green roof, 100% underground parking as well as secure indoor bicycle storage, access to public transportation within a quarter mile, low-emitting materials used throughout the development including carpet systems certified as low-emitting by the Carpet & Rug Institute and interior paints in compliance with the Green Seal Standard, individually controlled heating and air conditioning in each residence providing a high level of thermal comfort and support for the wellbeing of each occupant, extensive natural daylight throughout interiors to reduce energy consumption during daytime hours, high performance Low-E glazing coupled with architectural shading devices and cantilevered shading terraces, exterior sunshades and an on-site recycling program.

Optima Camelview Village is currently pursuing LEED (Leadership in Energy and Environmental Design) certification, the nationally accepted benchmark for the design, construction and operation of high performance “green” buildings.

The 11 buildings in this 13-acre resort-style community offer the most energy-efficient, eco-friendly and high performance buildings in Scottsdale. Optima Camelview Village is an infill project, which defeats urban sprawl and benefits the responsibility of land use and related environmental issues. Building multi-story structures, such as Optima’s seven-story buildings, reduces land usage and economizes the use of constructive material. Its proximity to nearby shopping, restaurant and retail venues encourages walking, biking and/or the use of public transportation, eliminating additional emissions in the Valley.

Additionally, there are approximately 23 acres of landscaping on-site. Every layer of the development is landscaped starting with the ground floor, which actually covers the underground parking garage, allowing for green roof gardens and usable landscape on the first floor. Every courtyard, terrace and rooftop is landscaped according to a green roof system, which helps battle the Urban Heat Island Effect, something the Valley of the Sun battles every day. By eliminating the concrete surfaces throughout Optima Camelview, the community absorbs less heat during the day and loses it quickly at night. Green roofs also help with storm water management, allow for trees that provide natural shading, absorb external noise and re-oxygenate the air. These rooftops are irrigated through a high-efficiency irrigation technology, including a drip system with moisture monitors.

A trademark in Optima homes, windows, constructed of high performance sun protective glass, become walls with floor-to-ceiling glass which creates a subtle division between inside and outside without sacrificing privacy. Captivating views from interior living spaces and exterior private terraces include the highly-coveted silhouettes of nearby Camelback and Mummy mountains.

Other amenities include a private fitness center, outdoor putting green, racquetball/basketball courts, swimming pools and spas. The central spine of the development is a hub of activity with a retail experience designed to cater to residents, such as Posh restaurant and Green With Envy hair studio, another LEED-certified establishment.

This unique mixed-use community, combined with its construction and use of recycled steel, stone panels acting as thermal buffers and non-toxic building materials, all serve to enhance and qualify LEED certification.

But more importantly, it has established Optima Camelview Village as one of the most eco-conscious projects in the nation. Optima Camelview has also been honored as one of the Top 18 Architectural Achievements in Arizona by the American Institute of Architects (AIA) and AZRE magazine.
